Einschränkungen für Diplomaten aufgehoben

Am 9. November 2016 hat die äthiopische Regierung die im Rahmen des Ausnahmezustands verhängten Reiseeinschränkungen für Diplomaten aufgehoben.

Seit einigen Wochen waren Diplomaten dazu verpflichtet, jegliche Reise außerhalb eines Radius von 40km um Addis Abeba vorab anzumelden. Im Zuge der inzwischen deutlich verbesserten Sicherheitslage des Landes hat das für den Ausnahmezustand zuständige Kommitee diese Regelung wieder außer Kraft gesetzt. Reisenden Diplomaten seien keinen weiteren Sicherheitsrisiken ausgesetzt.

Zusätzlich hat das Kommitee veranlasst, dass bisher ohne Durchsuchungsbefehl oder Gerichtsbeschluss durchführbare Kontrollen und Durchsuchungen erschwert werden. Durch eine Zusatzregelung muss sich Sicherheitspersonal einem Verdächtigen gegenüber nun mittels Dienstausweis ausweisen. Kontrollen dürfen desweiteren nur im Beisein von örtlicher Polizei und Vertretern der Zivilbevölkerung durchgeführt werden.

 

On the 9th of November 2016 the Government of Ethiopia lifted the travel restriction on diplomats, which was imposed following the state of emergency declared in the country.

Diplomats were required to inform the command post for any plan to travel out of 40km radius from the capital. Following the improvements of the security situation in the country, the command post in charge of overseeing the implementation of the state of emergency is convinced that there will be no threat to the security of diplomats based in Addis to travel in all directions of the country and consequently lifted the requirement to prior notification.

The command post also improved the procedure that allows the low enforcement bodies to conduct searches without a court warrant. The amendment stipulates that the law enforcement bodies must identify themselves clearly to the suspect by showing their ID Card and also the search should be made in the presences local police force and residents of the neighborhood as observers.
